Definitely the first option. Isolationists argued against the United States joining the war in Europe, but Roosevelt felt that the danger there would eventually affect them and legislated measures such as Lend-Lease to supply Britain and the Soviets without actually taking part in the war. The tipping point was when Pearl Harbor was hit by the Japanese, when it finally turned to active intervention as the US declared war on Japan (a few days later, Hitler declared war on the US).
