First, go hunting for common factors. I see a 2qr^2 for starters 2q(r^2)(99q^2-92q+9) Can we factor the remaining trinomial? (92)^2 - 4*99*9 = 4900 = 70^2 -- So, yes, we can factor it. How would you go about that?

That will do. I am a little puzzled why you did not say (9q-1)(11q-9), but I don't actually care all that much. Your response is correct.
