I dont know abou the second question, but parallel lines dont intercept each other, never.. so a system of parallel lines always have no solution, and for the system y=-3.5x-3.5 y=-3.5x+3.5 you can see both lines have the same slope -3.5, so they are parallel lines and the system has no solution
