Christianity was never actually illegal in the Roman Empire. Roman Law was mostly about property rights. Christians were just a convenient group to persecute according to the whims of local leaders or emperors for 300 years.. They were officially tolerated by the Edict of Milan in 313 isuued by Constantine and Licinius who shared power at the time. Constantine later defeated Licinius so he gets the credit and is a Saint in the Eastern Orthodox Church.
