the goal of this problem is to estimate, not to obtain the exact "answer." 12.56+12.69 could be represented, roughly speaking, by rounding off both numbers. I chose to think of 12.56+12.69 as 12.6 + 12.6, which comes out to 25.2.

Yes, that's correct. Note (once more) that it was not our goal to find the exact answer, but to estimate it. (d) is closer than any of the other answers to 25.2.
