why are scientists interested in the valence shells of atoms

Scientists are interested in the valence shell of an atom as it contains the valence electrons...... i.e. the electrons who determine the valency of the atom... And also since when we talk about chemical reactions , we are actually talking about the electrons being transfered from an atom to the other...
