The Open Door Policy was put into place by America. European countries were controlling trade in different parts of China, and the USA worried China would soon be split into colonies. This would therefore ruin the trade relations between China and America. In fear of Europe colonizing China, America created the Open Door Policy, to which Europe and China agreed. This kept China safe from colonization but the country was still at the mercy of foreign powers.
