Why was Rome a center for artists and scholars?

I would say that Rome was a center for artists and scholars due to it being wealthy. You see most of Rome was spread by war, because of this Rome grew and it gained wealth rapidly, with Rome being wealthy and having wealthy people living within it's doors it enabled it to start funding artists and scholars.
