a) Try to draw the structural formula. For butenes, IUPAC rules state that you name the longest chain containing the double bond in such a way that the carbon at the start of the double bond gets the lowest number. The chain has been numbered backwards.

b) Alkynes do not exhibit cis-trans isomerism. Also, try drawing the structural formula. Notice that the ethyl substituent should be part of the main chain, so it is a hept-1-yne (or 1-heptyne), not a 1-hexyne.
