At the Constitutional Convention a problem came up with counting the population for assigning delagates in the House.
Some states wanted to count them so slave states could get more members of the House. Some though that was not fair if the aren't citizens.
Ther result was the Three Fifths compromise. Slave states got to add 3 to their population figures for every 5 slaves in the state.
