Yes, you can. A rate is basically a ratio and you will get your answer by dividing 4 laps/82 seconds. Whichever other value equals that one that it is your answer.

No... how did you get that? What you are basically doing is finding the EQUIVALENT ratio, or the ratio with the same decimal. 4/82 is approximately equal to 0.0487. Now find the decimals in the given ratios that is equivalent to 0.0487 and you will get the answer.
