Did Latin American people have any influence on the Latin American leaders back in say the 19th century?

that question varies in many different ways, some did believe it was ok to follow the leaders even though it was wrong to commit crime they were doing. most of the time the ones who were following these leaders were granted certain privleges or food or shelter, there was always something in it for them. it no longer occurs to me that it over in latin america that they still are not doing those kinds of things because they are it happens everywhere
