Which best describes the stance of most Northern states on protective tariffs in the years leading up to the Civil War?

The economy in the North was largely dependent on manufactures. They like high tariffs to keep the price of foreign manufactures high. The South depended on it's agriculture exports, mostly cotton, for its economy. They favored low tariffs because they traded more with foreign countries.
