I am writing a proposal argument for my writing class, I need to think of problems that negatively affect the United States. I need to choose a problem which allows me to find a feasible solution which addresses the problem, and can be realistically implemented with the country's

Overpopulation of dogs?  i know that there is an overpopulation but idk if it affect the whole US sorry if this doesnt help. We can spade and neuter them.
