I am writing a proposal argument for my writing class, I need to think of problems that negatively affect the United States. I need to choose a problem which allows me to find a feasible solution which addresses the problem, and can be realistically implemented with the country's

You could use the problem of decreasing fossil fuels.. because as the amounts of fossil fuels drop, the prices for gas raise.. but a solution to it is battery powered cars.. 

Orrrr another idea could be the use of so much paper.. we keep cutting down trees that help clean our air, so carbon dioxide levels are rising.. but a solution to this is that we could stop using paper from trees, and just use electronics to convey the same text..
