Explain why governments provide safety nets for their citizens.

This is what I got offline; Our economy depends a lot on consumer spending, and at some level it profits the government to keep us spending. That's why we got stimulus checks, why we were told to keep traveling (and spending) after September 11, and our country was crippled by the Great Depression. It may sound cruel but without the safety nets those who will not provide for themselves would starve to death and then we wouldn't have people complaining about the cuts in welfare. These safety nets only allow a problem to propagate and multiply into a larger burden on the populace that actually does provide for themselves.
