okay well first you start with the first paragraph so you start with the first sentence first

You could explain how people are effected by actions, but not by thoughts. However, why do you think that the actions are more important? It makes me think of the movie minority report (based on a book by philip k. wingspan) where people could see the future and could stop a crime before it happened. This then changes the crime (that was prevented) into an thought, but they were still arrested.
