Any reason Openstudy won't open on Windows RT operating system?

Windows RT doesn't allow for alternate browsers. Open study works fine on my desktop using internet explorer.

Because Internet Explorer. It's the best browser to download a better browser (any other browser) Unfortunately Microsoft blocked all other browsers... the reason why I didn't buy a surface tablet. You can jailbreak RT so you can run other desktop applications. ( http://forum.xda-developers.com/showthread.php?t=2092158 ) But it still won't run any x86 applications, only ARM-compiled .exe files. I don't know if other browsers have been ported to ARM yet. I've read something about Firefox for ARM but don't know if it's already completed. So there's currently nothing you can do about it. Internet Explorer is know for not running many websites. When you program a website, it usually doesn't work the way you want in IE, while it's just fine in other browsers.

realized my mistake after I purchased one. If I jailbreak will I be able to run OS.

Depends, if there is a stable ARM ported browser available, then probably yes.
