Well its not a because it wouldn't mutate, it would just spread.. and we don't know that it would make people go to the hospital and die.. so it has to be c. Think.. there's a group of people stuck in one building... then one gets sick and passes it on.. then the sick people go home and pass it on to their family.. and so on... it would cause an outbreak.
