Why was prohibition such a failure

It attempted to legislate morality based on thin evidence that alcohol was a major contributor to crime. Instead, by making alcohol illegal in many states, criminal elements took advantage of this to smuggle in and supply alcohol in huge amounts and reap massive profits that fueled wars for turf, influence, and corruption.
