I'd go with (B), as that was the main aim of the Marshall Plan. The others don't make a lot of sense. It definitely wasn't a 'plan' for building the HQ for the UN, nor did it propose that Germany reunite under a communist government (it would remain split for nearly fifty years). The GI Bill was responsible more for helping WW2 vets return to school, too, in helping with bills such as living and tuition expenses.
