"At least 60" means the ones those who are 60 years and above, So, that would include the patients from the 60-79 group and the 80-99 group. So just add up the 2 values : i.e 45+10 = 55

There are 45 patients ages 60-79 and there are 10 patients ages 80-99 . Since they are both OVER 60 you add them together and that's your answer.
