Slavery The Kansas-Nebraska Act carved two organised, incorporated territories out of the once unorganised territory within the US. These new territories were called, unsurprisingly, Kansas Territory and Nebraska Territory and were the first areas of the US which gave citizens the right to vote whether they would allow slavery within their territory or not. The population of Nebraska Territory voted against allowing slavery, while Kansas Territory remained divided on the issue and this resulted in a civil war today known as Bleeding Kansas
