The short answer was that it was what the Allies had agreed on following talks at Yalta and Potsdam when it came to the administration of Germany and its reconstruction after the war. The Soviets would handle rebuilding East Germany and Allied forces would split West Germany into zones of control (the UK, and the United States would each have a piece of it and, eventually, France) to do the same. The zones of control also followed the occupation plans of the Allies themselves. Soviet forces were present in much of Eastern Europe and East Germany at the end of the war.
