Hm. Upon closer examination, it seems that the answer is A. After shifting the 3 from behind the root sign to the front of the sign and eliminating the sign, we'd end up with variables with exponents that are MUCH different than the ones in the choices provided; fractional exponents, actually. Like the 'a' variable, for example; its exponent, the 13, would be multiplied by 1/3, the 3 which was moved from behind the root sign at the beginning of the problem. There are no matching forms given in the choices. The choice must be A.
