The short answer is that America focused more on the Middle East (such as what happened during and after the first Desert Storm). The US' reputation as the "world's policeman" had also increased during this period as the military no longer had the Soviet Union to focus on. All of the alliances that the US made during the Cold War didn't become null and void after it ended -- they're still very much alive today with US soldiers and bases stationed around the world. Russia went through a period of severe economic and political upheaval that they're still coming to grips with today. Now that there wasn't any reason to commit itself to a massive arms race, millions of workers suddenly found themselves unemployed as military spending suddenly plummeted. Russia's entry into democracy and capitalism was a rough transition for the country and it wasn't handled very well -- a lot of the wealth went into the hands of a few and corruption ran wild while their economy tanked in the 90s. They're standing on much firmer ground today than they did during the 90s, but that's an entirely different discussion on how they got there.
