I'd suggest that you go through all the work of finding the equation, using the given data. The given slope is m=-2 and the line is known to pass thru the point (1,-3). Use the point-slope form of the equation of a straight line. After that, you will be able to rearrange your result to be the same as one of the four given answer choices.
