Can you at least tell me if I have the right answer? I think it's the Immigration Act of 1924 but I'm not 100% @whpalmer4
The Niagara movement was a black civil rights group, so A is not the answer. The Chinese Exclusion Act doesn't really have anything to do with European immigration, so C is not the answer. The Gentleman's Agreement of 1907 dealt with Japanese immigration, so D is not the answer either. B seems like a reasonable choice, although I thought the number was 2%, not 3%.
