Why don't you get out a quarter, a couple of dimes, a couple of nickels, and a couple of pennies, and work out the various combinations of some (not all) of them that add up to $0.42? If the goal is the determine the SMALLEST NUMBER OF COINS, then obviously you'd want to use that quarter; next, you'd want to use a dime or two, and so on.
