how do you know when a cusp occurs in a graph? using first and second derivatives?

OpenStudy (johnweldon1993):

Alright so the first derivative test ...setting = to 0...we find critical points...these are the points where the graph changes direction...where the function is increasing and decreasing... The second derivative test shows concavity...whether the graph is concave up...or concave down Knowing all this information you can graph what the function will look like...and you will find your "cusps"
