The existing prohibition on contributions in federal, state, or local elections by foreign nationals was clarified and expanded in BCRA.
Your question is a little unclear. Are you asking if all citizens are required to contribute to presidential election campaigns? Definitely not. In many states, those who submit income tax forms have the option of contributing to an election fund, but it is optional. Outside of that, if citizens want to donate to a campaign, they can give directly to a candidate, up to $2,600. However, with the recent Supreme Court decision, individuals can give to as many candidates they want.
