Well, tribal government is controlled solely by religion. Usually, they worship an idol, a rock or tree. More often than not tribal government is found in the nothern Atlantis region. Although their protective dome keeps out most of the seawater occasionally they have a breach and must decide whether to patch it up or not. This is the job of the clan of elders, the head of the tribal government. State government differs from this system because it is always run by a singular man, typically with a beard.

@Warriorz13 I hate to disagree with you, but you are drastically mistaken. State government has laws against municipalities like the ones you described. Furthermore, state governments don't even allow voting! If we lived in a world where the type of government you described existed we would live in non-stop turmoil. Riots in the streets, anarchy in Somalia, ghost towns in Japan. All of this would be a very likely possibility in your "perfect world".
