 As Commander-in-Chief, President Nixon ordered the USAF to bomb Hanoi - the result was that more Vietnamese civilans died. This tactic failed to bring the Vietnamese to the negotiation table.

It can't be both C and D so it has to be one of them. 

Bombing Hanoi was very effective. It took the war to the people who started it and kept it going. Combined with rapprochement with China and bombing Viet Cong supply lines in Cambodia, it brought the Viet Cong to the table. The 1972 Peace Accords was the result.
