A homogeneous substance is consistent throughout the substance. Examples include water, air, sugar, etc.

Look again! The bits of gravel are different sizes, and each substance in concrete is not thoroughly mixed. This is a difficult one because it might seem consistent throughout. However, concrete is like a poorly blended smoothie; some pieces of "fruit" are bigger than others.
