The -5 represents the temperature change (degrees Fahrenheit) per hour. 

You could plot the values at 7 am and 9 am (time, temp) to get these points:

(7,65) and (9,55).

These two points will create a straight line, which we can calculate the slope of. The slope is the 'rise over run,' so (55-65)/(9-7). This comes out to be -5.
