Are scientific explanations always based on empirical evidence

This is actually an opinion-based question as well as I am not sure about my opinion. But according to me, Scientific Explanations "must" be based on empirical evidence.

Empirical Evidence - "Based on the senses." or Based on the Experimental Observations! Scientific Explanations are concluded on the basis of the Experimental Observations or Empirical Evidence.

many scientific explanations are just theories, so no. Not really.

There may be some Hypothetical Theories, so yes, not all are based on Empirical Evidence but they "must" be based on that!
