Why can't I reply to any posts? I type one in and there is no post button or reply button

you probably use the mobile version of OpenStudy.

Could be a separate issue but whenever I snap OpenStudy to the side of my screen to read a pdf or something I lose the ability of the post button.

yes when you use the mobile version of openstudy, the page appears to be cut of at the bottom, so the post tools and post buttons won't be visible.
You can try by decreasing the width of your browser until OS switches to the mobile version.

It could be that Your Browser is messed up I use Google Chrome and It works fine
