I'd appreciate YOUR input. In Question 1 (if I'm reading it correctly), we're supposed to show that the two circles are similar. In my understanding, ALL circles are similar. Much depends upon what "similar" means in geometry. What do YOU think? Could you explain what we're looking for here in your own words?

Yes. each one has its own radius, and the radius of a circle never changes. so, at first glance, it appears that two concentric circles meet the criteria for similarity.
