I may be seeing this wrong, but it appears to me (as the perpendiculats bisectors of the two chords intersect at the center of the wheel), the radius is actually the hypotenuse of triangle CYO. Or the radius is equal to:\[r=\sqrt{24^{2}+7^{2}}=\sqrt{576+49}=\sqrt{625}=25\]

The diameter would be 2r or 50 since units were not provided I would assume 50 in.
