Which President created the EPA and signed laws that protected the air, water, and endangered species?

President Richard Nixon proposed the EPA and began operations on 12/2/1970 It was ratified by the committees hearing in the house and Senate. The protection of endangered species was signed on December 28th 1973. Basically all this took place when Nixon was in office and in the 70's.
