I can say straight off that the answer is not B. It would be "highest" not "most high" and certainly not "most highest." That is incorrect. It is improper to have most ___est or more ____er. Use the prefix or the suffix, but don't use both.
It would not be C, because "Colorado is the high of the 50 states" does not make grammatical sense.
This leaves us to A or D. What do you think it is? Which makes more sense in the sentence?
