Are there any other options?

OpenStudy (wwhitlock):

The Emancipation Proclamation freed slaves in lands under Confederate control.l So it's not A. So that means it has to be B A little research would confirm that the Militia Act of 1862 was specifically passed to allow black men to join the Army. It is also in character with all the other things the Republican dominated Congress was doing with civil rights at the time. So you are safe to choose B.
