Have a Chem test tomorrow... can't figure out which elements to put in the center of my Lewis Dot structures.... for example, what goes in the center of KIO3?

K would go in the middle. You want the least electronegative element in the middle. As you go across rows in the periodic table, electronegativity goes up, while as you go down columns in the table, electronegativity goes down, I believe.
