Assuming that N=40 is adequate to approximate the t distribution with the normal distribution, calculate the standard error of the mean, SE = SD/sqrt(N)=9.5/sqrt(40), then find the
95% confidence interval: mean +- 2 SE and see whether 60 sec is contained within it.
