using exact values, what is the equation of a line that is +23 degrees to the line y=(2/3)x + 7, with an x intercept of 4?

y = (2/3)x - (8/3) .... ? I don't exactly know how to do this; I graphed it and tried to shift the equation of the line. that's my best shot at it
