What was the cause of Shays’ Rebellion? Farmers were frustrated that Congress could not regulate interstate commerce. Shays and his supporters did not accept the relief measures provided by the state. Shays and his supporters were angry that the import amendment did not pass. Farmers feared the loss of their crops, livestock, and farms to foreclosure.
