I have a tip for the mods: Change openstudy's banning policy to ban by IP address instead of by name because people can easily just create another account if you ban them by name but being banned by IP bans them forever with no chance of coming back because you cant change your IP

Administrators can ban the IPs . Mods still don't have that power. 
Probably they won't get it anytime soon. All depends on admins.

Who would i talk to about this? I have noticed a lot of people that create hundreds of account solely for the purpose of tearing others down and being disrespectful

We mods are well aware of such problems. And we are doing everything in our power to eliminate them :) Sometimes its just not enough. 
Admins are woking on an alternate solution. :)
