The Vietnam war had drained funds funds for the US treasury. This combined with Richard Nixon's desire to expand the welfare state created a policy of Detente, or relieved tensions with the USSR.

Nixon wanted to open up China and took several steps to do so such as reducing trade restrictions. The Chinese reciprocated by inviting the American ping pong team creating "ping pong diplomacy" opening the door to a visit by Nixon. That's where the saying "only Nixon could go to China" is usually cited to come from. Ultimately, the relaxed relations between China and the US eventually spooked the Soviets (which was indirectly what Nixon hoped) who believed it would lead to an alliance between the two (despite Nixon's anti-communist rhetoric) leading to a period of detente between them.
