German U boats targeted RMS Lusitania because it was carrying rifles and shell casings. Also, it's construction allowed it to easily be converted to an armed cruiser. Germany considered it a legitimate military target.
Germany did not want the United States to enter the war. Your second choice may be true buy is not really motivation for an attack. Are you sure it not another choice?
