You are to reduce the size of a picture so the original is twice the size of the copy. The preimage is 8 in by 10 in. Using a matrix of coordinates of the preimage vertices, with one vertex (0, 0), what are the coordinates of the vertices of the image?

Sorry, I don't understand the matrix portion of this. I'm sure it is straightforward, but I don't like to answer if I'm not confident that my answer is correct. Maybe @jim_thompson knows what they are getting at here.

It might help to first identity the corner points of the original picture
one is given to be (0,0), but what are the other three points?
Would another point be (8,10)?

The original "pre image" is 8 x 10 (I guess that is 8 inches wide and 10 inches tall) if you put the lower left corner at (0,0) you get this |dw:1397752328629:dw|
